Finance Manager
Edinburgh (Hybrid Working)

Part Time – 28 hours per week
Brightwork are delighted to be supporting our public sector client in the recruitment of a Finance Manager based in Edinburgh.
This is an excellent opportunity for an experienced finance professional to join a respected public sector organisation and take ownership of the finance function, providing strategic financial leadership and ensuring the highest standards of financial governance, compliance and reporting.
Reporting to the Head of Corporate Services, the Finance Manager will be the organisation's lead finance professional, overseeing an annual budget of approximately £7 million and acting as the key adviser on all financial matters. This role offers significant autonomy and the opportunity to influence decision-making at senior leadership level.
Key Responsibilities
- Lead the finance function and line manage the Finance Officer
- Prepare and present financial reports, analysis and advice to senior leadership and the Board
- Manage annual budgeting, forecasting and financial planning processes
- Lead year-end accounts preparation and coordinate external and internal audits
- Oversee payroll processes and annual pay award implementation
- Ensure robust financial controls, policies, procedures and risk management frameworks are in place
- Support procurement activity and deliver value for money across the organisation
- Manage relationships with external service providers and shared service arrangements
- Drive continuous improvement across financial systems and processes
- Ensure compliance with relevant public sector financial regulations and governance requirements
About You
We're keen to speak with qualified finance professionals who can demonstrate:
- A recognised professional accountancy qualification (ACCA, CIMA, ICAS, CIPFA or equivalent)
- Significant experience within a public sector finance environment
- Strong financial management, budgeting, forecasting and statutory reporting expertise
- Experience leading audit processes and maintaining effective financial controls
- Payroll oversight experience
- Excellent communication and stakeholder management skills
- The ability to work independently and provide strategic financial advice to senior leaders
- Previous people management experience
- Exposure to Scottish Government frameworks, public sector governance requirements and shared service finance systems would be advantageous.
